BUILD(travis): make travis lint the repo #942

This commit makes Travis lint PRs. Once the initial round of lint fixes lands, we should only accept PRs that pass lint requirements.

@IMA-WorldHealth/owners this PR now passes Travis CI which lints the repository. It seems that bithound will take a while to pass -- we have lots of refactoring to do.

Would someone be willing to review this and merge it in?
