Updates for Ward management settings page

The current interface for Ward management requires too many steps to do simple addition of rooms and beds.

The interface should be updated so that

• the Ward list item ward menus includes "Add room" functions
• the Room list room action menus include "Add bed" functions

This could also be restructured as a tree structure with folding, etc, so that rooms are only listed in the ward that they belong to rather than in a generic list of rooms.

We should probably add the [SETTINGS] description to the unit table as well, so that this always sorts to the bottom of the ward management folder.
