if run Windows in VirtualBox leads to broken GPU acceleration we can try building Kiosk-Browser for Windows using Wine

That's not entirely true. Building should be no problem in VirtualBox. It's probably even easier in VirtualBox than in Wine. But it is testing where Wine has a clear advantage due to it's rather good support for GPU acceleration.
