Update VALID_DATALEVELS to include L2a and L2b for IDEX #98

IDEX is now distinguishing its L2 data products as L2A and L2B. The VALID_DATALEVELS list in __init__.py should be updated to reflect this.

Re-assigning this to you @lacoak21. Might be a nice small exercise in going through the process of making a change and opening a PR.
