Update SWAPI L2 Variable names #1034

Update SWP_PCEM_COUNTS_ERR_PLUS to be SWP_PCEM_RATE_ERR_PLUS in L2. Do the same for other variables as well.

In general, make updates to variables names to match what's in algorithm document.
