connection refused error #9

I am getting this error. Any help is greatly appreciated

ERROR:root:ERROR - trying to select mailbox ERROR:splunk.rest:Socket error communicating with splunkd (error=[Errno 111] Connection refused), path = /services/auth/login

I have given correct user name password in configuration
