We've finally gotten rid of CGO but the internal libraries are a bit messy. Let's clean them up.

Specifically:

The wifi-hardware-search-* commands need config.go (for config.ini parsing)
We have numerous duplicates between cmd/session-counter/state and internal/state

We had some discussion on this in Slack. Mentioning it here.

We want anything that is session-counter only to move into the session-counter tree. However, if config moved out from internal, it needs to move back.

I'm going to pick that up now, and see about de-duping.
