As a library staff, in order to properly send data to the database, I want my installation password and FCSC-ID to be validated. #280

Story

As a library director, in order to easily interact with my library data, I want a navigation menu that allows me to easily move between and manipulate charts and graphs on my library page.

Acceptance Criteria

If I enter an invalid API key, the installer should notify me that the API key is invalid and ask me to try a new key or abort.
If my FSCS-ID is already in the database, it should ask me how I want to proceed (needs refinement here).
