Add: New File, Utility Count, Balancing Authority Count #33

Let me know if this isn't going to work, but I accidentally switched to the flood_control_count branch and made the changes in that branch. That branch was the most recent merge and is up to date with the master, but let me know if I need to change how I go about this. I apologize for the confusion. This change resolves #30 and resolves #20 . Adds a new file for the utilities and BAs, merges that to UCS, and the counts the utilities and BAs. Again, if I need to go back and redo it on the other branch let me know. Thanks and have a good weekend guys!

Hey @KristianNelson . Can you rename your local branch (https://www.w3docs.com/snippets/git/how-to-rename-git-local-and-remote-branches.html) to something more appropriate and then push back up. This pull request will be deleted.
