Remove land cover count and add in watershed impact level based on development and cultivation. Percent ranges and categories are shown in code. This resolves #12.

@swd-turner mask_raster_to_polygon is the same exact function as get_raster_val_classes just without the unique() at the end, so it was actually easier to just substitute the two. I know this isn't exactly what you wanted, but this works and is cleaner. When you are available we call and go over how to make the value() and table() work.

@swd-turner I think I figured it out and this should be close to what you wanted. Let me know if anything else needs to be changed!
