Add irrigated crop count. #42

If I understand this data correctly, it shows the areas around the US that are irrigated. Intersecting that shapefile with the watershed shapefile will give you the irrigated areas within the watershed. This resolves #25 but not district counts, since this data says nothing about the shapes being irrigation districts (need to find other data for this). Most crops are irrigated within the watersheds, so a lot of counts are the same. Bakersfield, CA and Boise, ID are good examples of where crop count and irrigated crop count are different.

@swd-turner I'm not too familiar with the checks that are done when we create pull requests. Everything runs smoothly on my machine, so I am curious as to why this pull request doesn't pass the checks.
