Add utility teleconnections function. Load 2018 EIA file for utility ID binding. Count water dependent plants. There are still cities without matching UTILITY_ID that are left out of the analysis. Still working on how to get those included and will change once I figure it out. Just want some feedback on how this looks so far. Thanks!
