Adds in a new watershed script that maps through individual watersheds instead of cities. Adds other new functions and tools. New output statistics.

@swd-turner New HUC4 shapefile is located in /pic/projects/im3/teleconnections/data/water/USA_HUC4/huc4_to_huc2.shp
