Purpose:
Replace Travis CI with GitHub Actions workflows. Build a documentation website.
Notes:
Replaced Travis CI with a GitHub action that executes on push or pull request to any branch. This triggers an RCMD build and runs all tests found for the package. This workflow also sends code coverage information to a Codecov service which is configured to assess changes to the main by the badge but can be explored by branch or commit here: https://app.codecov.io/gh/IMMM-SFA/teleconnect/branches?page=1&order=-updatestamp
Built a gh-pages branch and populated it with the site documentation.
Build an actions workflow for pkgdown that builds the site on gh-pages every time changes are made to the main or master branch.
Updated all badges except for the docs badge in the README. The docs badge will be generated after this goes into the master or main.
