I cleaned up Section 5 of the TELL quickstarter notebook that executes TELL forward in time. I also renamed some of the functions and cleaned up the various scripts that download the raw and sample future data for TELL.

I see no conflicts in the changes made for the execute forward steps. I will merge them into review/crvernon
