Create a page for a user making a new bootable.

Put the bootable into the Not Available status. Let the user pick a category.

[x] Title
[x] Category
[x] Summary
[x] Description
[x] Funding Goal (in £GBP, but make it easy to internationalise)
[x] Image
[x] About (about the bootable manager, rather than the project)
[x] Author (set by controller automatically - maybe a hidden input with the value pre-set as the logged in user?)
[x] Creation Date (set to 'now' in the controller)
[x] Status (set to Not Available - see Author)

This is done, although it could be prettier.
