Notebooks joplin_cge and joplin_testbed should have capital shock analysis #355

Notebooks joplin_cge and joplin_testbed do not have capital shock analysis. Need run capital shock analyes and then replace sector_shocks with the result of capital shock analysis.

Can refer to joplin_community_app for this.
