Create a new dataset for inventory cost #282

Create a dataset for inventory cost. This is a table of building inventory but retrofit_cost column is embedded to it. This one is for the SLC retrofit cost script. The original file was provided as csv format and this should be converted to dataset so it can be used in the SLC retrofit cost script.

The dataset has created in both dev and prod prod 65e78cc6c013b927b93f5767 dev 65e78c754331420c85cdbee5 and both of them are moved to incore space
