First draft of ODK Documentation Revamp #975

As becomes pretty clear from #971 and other such issues, I have created a stub for ODK docs https://incatools.github.io/ontology-development-kit/

This will replace the totally outdated https://ontology-development-kit.readthedocs.io/en/latest/

Using our standard system for documentation.

This PR cleans up the docs directory a bit.

This is not doing anything great, just a first round of cleaning up - I would like to get this merged soon and then have a discussion about how to organise the docs moving forward. We may have to create a LinkML model for the Ontology config so that we can document every element a bit more cleanly.
