Updates babel to latest version. Adds autocomplete against GOLR and OLS. Adds better selected cell tooltip info. Supports HPO and INCA use cases better. Implements Add Row partially (needs work). Fixes local example exposure_to_change_in_levels.yaml to conform to DOSDP
