services page: nav style update #89

  1. Go to inn.org/services
  2. Look at tabby "navigation"

RESULT: black background with grey text EXPECT: black background, white around the text, black text (should look like the screenshot below, but with better padding)

I've uploaded a new Tabby CSS file to convert this to a grid of buttons.
