Make sure series header css only targets special projects landing page

Changes

This pull request makes the following changes:

• Makes all of the custom header styling for landing pages target

  .neighborhoods-lp .series-header-container,
  .cftl-tax-landing-template-series-landing-special-projects-php .series-header-container

  instead of

  .series-header-container

  so it only styles headers on the custom special projects landing page template or neighborhoods landing pages

3. View a neighborhood landing page and make sure its header area is also the custom header area we developed
