Changes

This pull request makes the following changes:

Removes the month/year filter from the admin edit.php page for projects
Adds a year filter instead on the admin edit.php page for projects, mostly copied from https://github.com/WordPress/WordPress/blob/99c6adfeaa0a8acc03a8b13a661567892a804655/wp-admin/includes/class-wp-list-table.php#L533-L619
