Homepage & menu spacing tweaks

Like, 50% to 100% too big, like a large-print book, like there’s very little content. It was hard to tell from the scale-invariant wireframes but very clear in the working prototype in a browser. I keep flipping back and forth with CJR.org and other reference sites we’ve mentioned, and hoping the home and article pages look more like them."

• [x] bump body #site-header margin down to 1.5rem.

• [x] remove padding from #main-nav.navbar .nav

• [x] reduce all the bottom-margins for the homepage sections like "NEWS", "PROJECTS", etc. from 3rem to 2rem

• [x] update bottom padding for '.before-footer-wrapper #before-footer' to be 1rem

• [x] remove the grey line from below the last set of funder logos (under SFF foundation, etc.)

Worth noting that CJR's font sizes are generally 2-3px smaller than what we currently have on the site, and sometimes as small as 10px.
