new widget areas for sponsorship #31

This adds four new widget areas that could be used for anything, but are intended for new zones for selling sponsorships. They shouldn't show up if nothing has been put in that widget area yet. Voice of OC will take care of actually building the widgets via custom HTML and DoubleClick widgets that are already there.

  1. after the featured post on the homepage
  2. at the top of category & tag pages
  3. at the top of article pages
  4. as a second sidebar on category pages

After inspecting staging, which is a clone of prod, it appears that these files were merged and deployed at some point in the past.
