give permission "triage" to regular contributors #3620

Yet, @MartinWitt cannot label issues and PRs.

To solve this problem, @MartinWitt can be given the "Triage" Github role: Can read and clone this repository. Can also manage issues and pull requests. (reference documentation)

I would nominate @SirYwell for issue triage rights due to significant core contributions and helping me with several PR reviews.

I think @I-Al-Istannen is overdue for a nomination for issue triage rights, having both made considerable contributions and regularly helping out with answering issues (often in great detail with runnable code samples).

Say yay or nay with an appropriate emoticon, deadline is the 9th of March.
