zip a GeoPackage #4

During our work on GeoPackage, a question came up: would it make sense to zip a GeoPackage file? To reduce the file size for download?

That's what we've done at NLS Finland.

Contour Geopackage -> zip about 12 GB | gpkg 34 GB Topographic Map Database -> zip about 26 GB | gpkg73 Gt

@reinij I guess we would need, ideally, an official media type for a zipped geopackage file.

OGC will contact IANA, see the linked issue.

Depending on the outcomes, we can also think of including the zipped GPKG in the INSPIRE Registry
