The download service is not available on an overview page in the geoportal, but if you click on the dataset, download services are available. How is this possible?
See for example: Aardbevingen Nederland (KNMI) In the overview page of NZ (https://inspire-geoportal.ec.europa.eu/results.html?country=nl&view=details&theme=nz) the download icon is not available.:
And if you look at the dataset page the downloadservices are available:
