[CRS registry] Official reference systems of the Canary Islands #77

Problem: The GML files of the Canary Islands do not pass the validation requirements due to the fact that the official reference systems of the Canary Islands are not included among the CSRs listed on list of valid coordinate reference system identifiers.

Description:The official coordinate reference systems (CRS) of the Canary Islands are not approved. The CRS URIs of Canary are not listed in TG requirement 2. The official CRS of the Canary Islands are: http://www.opengis.net/def/crs/EPSG/0/4080 http://www.opengis.net/def/crs/EPSG/0/4081 http://www.opengis.net/def/crs/EPSG/0/4082 http://www.opengis.net/def/crs/EPSG/0/4083

According to the documentation it says: Additional values will be added to the list for regions outside of continental Europe, if nominated by a Member State and available in a CRS register with a persistent http URI.

Proposal: Add on the "validation tool" and in the "INSPIRE Data Specifications" the official Canary Islands Coordinate Reference System Identifiers: 4080, 4081, 4082 and 4083.

The following is needed:

  1. Amendment to IR 1089/2010 to allow for a CRS registry to be established (the procedure for this amendment is ongoing: it has been in public consultation, and now the INSPIRE Committee members have until the 10th of December to express their opinion). The changes relevant for this issue are the changes to section 1.3.4 in Annex II.
  2. Creation of a CRS registry, including governance structure with a control body.
  3. Update of the validator to validate against the CRS registry instead of against the current static list.
  4. Approval of the control body to add EPSG:4080, EPSG:4081, EPSG:4082 and EPSG:4083 to the CRS registry (i.e., confirmation of the control body that these CRSs fulfil the requirements in the amended implementing rules.

Thank you @heidivanparys for the information. Now, we have the problem that test result of Canary data are failed because Canarias can't use any CRS on the list.

CRS list doesn´t include CRS for regions outside of continental Europe. The datums of the CRS on the list are ETRS89 and GRS80, but the Canary Islands datum REGCAN95 is missing.

In addiction, the list of CRS on the validator tool is different from the list in this document. The validator tool includes the CRS of the Azores (EPSG 5013, 5014 and 5015 are CRS for regions outside of continental Europe).

Could these CRS (4080,4081, 4082 and 4083) be loaded in the current static list of validator tool? We believe that the approval of Amendment to IR 1089/2010 may take some time.

Thanks for pointing out the changes done for the Azores, I wasn't aware of that. I noticed that there are some inconsistencies regarding that, see https://github.com/INSPIRE-MIF/helpdesk-validator/issues/669.

@MarcoMinghini @jescriu As also stated in the linked issue:

  1. Where is the most recent list and authoritative list for the INSPIRE approved CRSs?
  2. What is the procedure for adding CRSs for regions outside continental Europe to that list? (which is allowed already today, before the upcoming amendment, according to https://eur-lex.europa.eu/legal-content/EN/TXT/HTML/?uri=CELEX:02010R1089-20141231#tocId136)

Dear @heidivanparys,

regarding your questions:

  1. At the moment, there is not an official list and since there are different ATS/ETS that use CRSs, I think the right place would be the INSPIRE registry.
  2. There is no defined procedure for that, the inclusion of the EPSG codes 5013, 5014 and 5015 was discussed and approved in a MIG-T meeting.

In addition, it is not clear to me if for the "Other Coordinate Reference Systems" defined in section 1.3.4,

applies also what is required by section 1.2..

i.e. if for the "additional" coordinate reference systems, defined by the Member States for regions outside of continental Europe, the datum shall the datum of the International Terrestrial Reference System (ITRS) or other geodetic coordinate reference systems compliant with ITRS in areas that are outside the geographical scope of ETRS89.

Or, if for this "additional" coordinate reference systems there are no requirements about the datum.

The INSPIRE MIG-T approved the change proposal during the 76th MIG-T Meeting. In the next step, the proposal will be assessed by the MIG through a 2-week scrutiny period starting on 6/12/2023.
