Add values in the codelist WRBSpecifierValue #98

Motivation: The register can't be referenced / used because empty

The approval of this list has an impact to the development of https://github.com/ejpsoil/inspire_soil_gpkg_template/tree/main/geopackage No correct implementation of WRB classification system is possible without this list. According https://inspire-mif.github.io/uml-models/approved/html/index.htm?goto=2:3:17:1:9129, the SoilProfile Class can be described by WRBSoilName. Attributes of it are WRBReferenceSoilGroup and WRBQualifierGroup. WRBspecifier is an attribute of this last concept (obligation=implementingRule). The full development of Deliverable 6.4 of EJP SOIL project, (https://ejpsoil.eu/) is related to the endorsement of this Issue. Thanks for taking it at least under analysis.
