SU Vector - Changes from 1089 amendment #1048

Change description

The IR amendment introduced a new attribute in the VectorStatisticalUnit feature type and a related new codelist "StatisticalUnitTypeValue" which is empty and requires a check for public access via HTTP of the relevant values.

Implementation of changes

The new codelist was added in the related ATS and the check will be implemented in the ETS.

The fix is now available in staging and is functioning properly. It will be included in the upcoming release.
