Add a script to help users generate an AnDO structure #45

Following our discussion with @Slowblitz and @BlaizeKevin, the script should take two inputs:

the root directory
a tsv file with one line per session, and the following columns:
- experiment name
- subject name
- year YYYY
- month MM
- day DD
- session number XXX
- free string BBBB that the users wished to use to complete the directory name for this session
