BGS wanted to use images from the 2014 DVD, but were not able to do so as there's no license information for them. Should the non-data parts of the publication be licensed (as well as the data)? Or explicitly included in the license that we use for data.
What is the status of INTERMAGNET's licenses, given that INTERMAGNET is not a legal entity? Do we need one (or more) of our institutes to host our publications to allow the licenses that we distribute data under to have any meaning? Can a collaboration, without the status of a legal entity, set out license conditions in the way INTERMAGNET is trying to do?
Maybe it should be to set up consortium of operators of geomagnetic observatories, what is probably not easy due to number of organisations, > 50. One of organisation could be external representer.
