After reviewing your MRT, it's become clear that it has not been updated to reflect the changes that were made in the ANSI/NIST-ITL 1-2011 Update: 2015, instead your MRT it is still based on the Update 2013 version of the specification.
Unfortunately as your specification documentation is generated from the MRT this means that both the MRT and documentation now contain numerous errors, where values from the 2015 specification have now reverted to values in the 2013 spec.
The MRT needs updating to bring it in line with the 2015 update.
