Incorrect Value range for Theta Degrees - MTD (9.331-C) #9

The MRT and therefore the documentation contain several errors, one of the errors are:

Theta Degrees - MTD (9.331-C) Value range states {0..180} this is an incorrect, as stated in ANSI/NIST-ITL 1-2011 Update: 2015 the value range should be {0..359}
