Run Octave 8.4 in workspace #21

The octave 8.4 can be installed in the workspace (from PPA). But the octave packages are not being installed properly. This problem is blocking structural monitoring examples being used.

Can Octave be built with all the packages outside the workspace and copied int common/tools?

Octave 8.4 can't be copied into tools. It has to be built and used within workspace.
