Updates do ISC24 #14

This PR includes:

update to PHP8
update dependencies as needed for security, performance, and compatibility with PHP8
update CakePHP version
include new fields that will be mapped into the database
fix parser and validation errors
update schema with defined mandatory fields and change order of display

Do not merge before we change the PHP version in production.
