update CONFIG to CACHE_CONFIG

CI Actions failed to checkout LIB submodule, not sure why, since there was no problem for IObundle/iob-uart#146 to checkout the same IObundle/iob-lib commit. Maybe try to rerun the workflow manually through the web interface
