[Feature]: Refurbishment cost

Summary

Integrate the cost of the refurbishment as a decision in the model

Detailed design

• Do a litterature review to evaluate the cost of refurbishment, for different building types.

From what I could see, the easier is to consider the cost of going down to $U_h = 0.2 W/m2/C$.

Suisse Energie applies a series of cost thresholds. I have reported those thresholds in an Excel file (to add in the Drive?)

• Modify the model
  1. Implement a first optimization, with $T_{in}$ fixed where the decision of doing the refurbishment is taken or not ($\gamma$ factor)
  2. Implement a second one where $T_{in}$ can vary, $\gamma$ is fixed.
