Inventory: Address all "linking" data in DV issues in github

This problem has been reported from users Currently the support team Linking in the UI How are they displayed in the UI doesn't work well for users. incorporate suggestions from users and super-users how this should work.

As users ask about linking data across collections in HDV, we are reminded that this feature was "buggy" and thus we removed the "user" UI capability and made it a super user feature. There are a number of bugs, and feature recommendations issues related to this feature.
