Script for MDC processing of archived log files

I'm assuming you can just go ahead and merge it; unless you want to wait to test it on real prod. logs - up to yoyu.

@stevenwinship any thoughts on the above? Do you want to just merge it?

This script can be tested in prod once prod's OS is updated and the new counter-processor is installed
