UserGuide: Change URL from text to Hyperlink

What steps does it take to reproduce the issue?

1. Go to the DataVerse User Guide
2. Navigate to Writing Documentation (User Guide>Contributor Guide>Writing Documentation) or https://guides.dataverse.org/en/6.3/contributor/documentation.html
3. Scroll down to Installing Sphinx (Here is where the issue lies)
   • When does this issue occur?

• Which page(s) does it occurs on? https://guides.dataverse.org/en/6.3/contributor/documentation.html

• What happens? The URL "https://github.com/IQSS/dataverse" is displayed as a text and not as a hyperlink.

• To whom does it occur (all users, curators, superusers)? all users

• What did you expect to happen? We expect the URL to be a hyperlink

Which version of Dataverse are you using? 6.3
