Add "Curated" or "Reviewed" Label to Datasets that have been Curated and are not Published #10976

Overview of the Feature Request I would like to have a "completed curation" label stay after publication. https://guides.dataverse.org/en/latest/installation/config.html#allowedcurationlabels According to this section in the guide, curation label is removed after publication. I think it is important to know that curation has been done on a dataset and would like this label, or some sort of badge on a dataset to make this known.

What kind of user is the feature intended for? Display that a dataset was "curated" would help all users - especially those searching, downloading and wanting to re-use.

What inspired the request? New(ish) Curation labels and notifications between dataset author and curator. Great curation tags, now need to keep "Curated" after publishing.

What existing behavior do you want changed? Once a dataset is published all previous "curation" labels no longer show. I think it is important to know whether a dataset has been curated (or submitted for review), not just self-deposited.

Any brand new behavior do you want to add to Dataverse? Add a new label "Curated" or similar "Reviewed" that stays IF a dataset had gone through the "Submit for review" process and is now published.
