Users are able to create datasets with identical names. This is problematic and allows coauthors to have two separate DOIs for the same dataset, also allows versioning updates to happen in one and potentially not the other, etc ....

2024/09/09: Should alert the user before publishing that a dataset with a duplicate name exists; ask them if they want to proceed or change the name. Upon review, we're keeping this issue open.
