Add metrics to monitor Django application from Prometheus

It would be nice to have some application-level metrics (for example, # of users of each type, images used per user-month, disk space used per user)

[x] Add new app to Django application, call it metric_collector
[x] Add new entry to urls.py, redirect /metrics to metric_collector app
[x] Expose a single view on the metric_collector app, that makes the requisite DB queries and returns the text shown in https://github.com/IS-AgroSmart/AgroSmart-Top/issues/6#issuecomment-805458947

Some metrics already exist, others require #122 and #114 to be implemented. This issue will be kept open for now.
