Switch to GitHub Actions for GitHub Pages deployment #57

On June 30, 2024 GitHub removes the "Pages Legacy Worker" and therefore using GitHub Pages requires GitHub Actions for deployment.

This PR adds the infrastructure for that and removes some unused files and directories, too.
