Create new data element for Evidensia secondary sustainability issue list #9

The vocabulary list for the current data element is.focus.sustainOutcome does not align with the Evidensia code list. I propose that we update this field to align with the multisystem compliance dashboard list to be used for tagging sustainability system criterion or other outcome related data assets. Subsequently we create a new data element for Evidensia with the correct control vocabulary.

This is dependent on review of the code list from Evidensia

I am re-opening - we can close once we have finalized discussions with Evidensia team and agree cross walk and taxonomy updates.
