Integrate with L3 #2

The new color chart format should migrate from here into the master. The optional color transform method should migrate from here into the master.

The new chart might go into ISET, rather than into L3.

Also, the data for the chart should be on scarlet.

To integrate, we are using the 'clean' branch. Everything that will stay in L3 will be put into here.

We should add UnitTestToolbox code to here for validating the L3 functions.

The reflectance chart code migrated into ISET some time again (sceneCreate('reflectance chart')). So, closing.
