Resolve performance issue in Whiteboard #94

Whiteboard experiences somewhat heavy janks sometimes. Interestingly enough, it doesn’t seem to have anything to do with canvas – just drawing works fine – but with Mui animations, specifically the tooltips – that’s what I suspect at least. Janks only occur when using the toolbar buttons.

If you want to play around with it, here’s my performance recording I exported from the Firefox Profiler. Firefox 2022-08-30 04.29 profile.json.gz
