CHIPIR: EPICS Stream Driver forTEKTRONIX DM4040 Digital Multimeter #120

As a support person I want to create a EPICS-based stream driver for the TEKTRONIX DM4040 Digital Multimeter, so that I can support this piece equipment when it is used on CHIPIR.
